Process of preparing a new Local Planning Scheme

Local Planning Strategy 2022

In September 2022 the Western Australian Planning Commission endorsed the Town’s Local Planning Strategy. This document is the key strategic planning document that details the Town’s long term vision for accommodating growth and will provide a blueprint for the growth and development of neighbourhoods and commercial (activity) centres.

The Strategy will guide planning decision making over the next 10 to 15 years and provide the Town with a high level strategic framework as it moves towards drafting of LPS 4. The actions and recommendations outlined in the Strategy will inform the formulation of land use zoning and development controls in LPS 4.

Drafting a new Local Planning Scheme

At the Council meeting of 17 June 2025, the Town officially begun the process of preparing a new Local Planning Scheme No. 4 (LPS 4). 

A Local Planning Scheme is the primary statutory document outlining development controls, including land zoning, permissible uses, development scale, dwelling density and other essential details on how development should progress within the Town of East Fremantle. It will provide the rationale for the direction of growth and development in the years ahead.

A Local Planning Scheme generally reflects the land use (zoning) and development direction set out in a Local Planning Strategy. In addition, the Town’s Strategy also highlights Planning Areas that require further investigation to assist in understanding the growth requirements of the Town and the ways in which a new Scheme can comply with contemporary State government planning strategies and policies.

The process of preparing a new Planning Scheme from the start to final approval by the Planning Minister is complex and must follow the statutory (legal) steps outlined in the Planning and Development Act, 2005 and the Planning and Development (Local Planning Schemes) Regulations, 2015. What’s next?

Community involvement

A number of community engagement events will be held throughout the process of preparing LPS 4. The non-statutory or informal phase of this community engagement will take place at the very beginning of the process, enabling the Town to understand the community’s views and expectations. It is envisaged that later in 2025 and in early 2026, following the completion of investigations and studies in accordance with the direction of the Local Planning Strategy 2022, community engagement activities will take place seeking community input and feedback.

The information obtained from the community engagement activities will in part inform the context and rationale underpinning the way land will be planned, used and managed and how the current and future issues expected to impact the Town will be addressed. At these events the community will be asked for feedback on ideas, concepts and investigations into potential changes to the current LPS 3 which may be included in the new LPS 4.


Also, there will be other opportunities for community input into the final draft of LPS 4 during the statutory or formal advertising phase. At this point the community will have another 90 days in which to make a formal submission on LPS 4, before the final draft of the Scheme is considered by Council and before submitting it to the WAPC and the Planning Minister for final approval. There may even be a further formal advertising period, if the Planning Minister requires any changes.
