Parks and Reserves Hire

The Town of East Fremantle has a number of beautiful parks and reserves, that are popular locations for wedding ceremonies and children's parties, and we encourage our community to use and enjoy them. 

Please remember that the Town will endeavour to accommodate your booking request, but the final decision will be at Town's discretion.

Applications for a booking or hire are only required when:

  • Use of the space to the exclusion of the general public,
  • A gathering of more than 40 persons is expected,
  • Amplified music will be played
  • A building or structure will be erected (such as a bouncy castle or marquee or similar) 
  • A petting zoo will be installed for the party.

Please also note that all events held in the Town, including those run and organised by Council, must be done in compliance with the Town's Sustainable Events Policy.

If you are planning an event that includes any of the items listed above, then we need you to submit a booking application.  Your application must be submitted at least three weeks (15 business days) prior to the date of the booking using the Reserve booking form below.

Upon approval of your booking request, a confirmation letter will be provided. The Town will not accept another event booking in that location, on the same day, however please be aware that booking a location for a particular date does not grant you exclusive use of the park and/or reserve no restrictions of access to the area for members of the public can be put in place at any time.

In the interests of reducing litter into the environment, Council bans the planned release of balloons within the Town of East Fremantle on all Town of East Fremantle owned public open space including parks, reserves and the East Fremantle foreshore. If balloons are used in conjunction with the hire of parks and reserves they are to be tied securely and removed at the conclusion of the hire period

        Memorials in the Swan River, Parks & Reserves

        Swan River

        The Town and Department of Biodiversity, Conservation and Attractions (DBCA) permits the scattering of ashes as a memorial in East Fremantle, on the Swan River frontage. 

        The following conditions must be adhered to:

        • The gathering/ceremony remains low key.
        • Public access or public use of the reserve must not be interfered with (ie. Are respectful of other river users). Parking bays are unable to be reserved or blocked off. 
        • Only ashes are released into the waterway. Flowers or other memorial items should not be placed/left in the river, on the foreshore or a public jetty.
        • The general Conditions of Hire for all Bookings (below) must be adhered to.

        There is no formal application or cost involved for a memorial along the Town's Swan River frontage. If the memorial involves a larger scale event where a park or reserve will be used, a formal booking and fee may be required. If you are unsure, please contact the Town.  

        Public Spaces - Parks & Reserves

        Approval is required for the scattering of ashes in our parks and reserves. Please complete the below application form a minimum of 3 weeks (15 working days) prior to the proposed date. There is no cost involved for this application. 

        The following conditions must be adhered to:

        • The gathering/ceremony remains low key.
        • Public access or public use of the reserve must not be interfered with (ie. Are respectful of other members of the public). You will not have exclusive use of the area. Parking bays are unable to be reserved or blocked off. 
        • Only ashes are released into the earth. Flowers or other memorial items should not be placed/left in the park or reserve. 
        • Raw ashes are very acidic and can be damaging to plants and trees. Ashes should be spread out (not in a pile) and lightly covered in soil away from the root system of plants, trees and lawn. 
        • Scatter in a secluded area, ideally away from other people (note the wind direction) and avoid the main pathways.
        • The general Conditions of Hire for all Bookings (below) must be adhered to.

        If the memorial involves a larger scale event, a formal Reserve Hire booking and fee may be required. If you are unsure, please contact the Town.  

        Conditions of Hire for all Bookings

        • Alcohol and formal catering are not permitted, unless authorised by the Town of East Fremantle.
        • The use of paper confetti is not permitted, however compostable confetti may be approved.
        • Motor vehicles are not permitted to be driven on the park.
        • Non fixed decorations may be used but are to be removed on conclusion of the event.
        • No balloons to be used.The Town of East Fremantle does not support the planed release of balloons.
        • No restrictions on access by members of the public.
        • No part of the reserve can be roped off for your exclusive use.
        • Parking of vehicles must comply with signage and the East Fremantle Parking Local Laws.
        • No camel rides permitted.
        • Pegs and spikes are strictly prohibited. 

        Use of Bouncy Castle in Reserves

        If you want a Bouncy Castle on a Town of East Fremantle Reserve, you must seek permission required in writing when the booking application is submitted. You must provide the following:

        • The hiring companies Certificate of Currency of Public Liability Insurance to cover the date of hire
        • A copy of WorkSafe Registration / Class 1 Certification of the Bouncy Castle

        Please note that the Bouncy Castle provider must supply their own power and the Bouncy Castle can only be weighed down with sand bags

        Commercial Recreational Outdoor Training

        To conduct a commercial recreation activity at any of our parks, you must apply and be approved for a commercial recreation permit.

        Please refer to our current Fees and Charges for application fee and annual licence fee costs.

        Applicants are advised that lodging an application does not guarantee approval.  If approved the applicant will receive a tax invoice for the annual licence fee. Once payment is received, a permit will be issued.

        Terms and Conditions

        These terms and conditions apply specifically to the permit holder and its operations as per the approved locations and times set by the Town of East Fremantle.

        The permit holder will conduct the permitted commercial activity in accordance with their submitted application and approvals issued by the Town of East Fremantle.

        Hours of Operation

        The permitted commercial activity is to operate between 7.00am and 7.00pm.

        Parking

        The personal trainer and their participant shall abide by Parking Local Law 2016.

        Permit Conditions

        A Commercial Group Fitness Class is an organised group of 3 or more people who participate in a paid range of exercises run by a qualified trainer

        Prior to conducting any Group Fitness Classes within the Town, the organiser (also known as the Hirer/Trainer) is required to obtain a Commercial Recreational Outdoor Training Permit from the Town.

        All fees must be paid in full prior to you commencing your Group Fitness Classes. Group Fitness Classes are permitted to take place on parks and reserves where public access is permitted.

        Group Fitness Classes are not to restrict pedestrian access on footpaths or other thoroughfares.

        Equipment used in the conduct of Group Fitness Classes must be approved by the Town prior to brining on to the park/reserve.

        The Town's parks and reserves cannot be hired for exclusive use.  Fitness groups are to share spaces with other users and minimise disruption to residents/users.

        Classes cannot exceed more than 10 people.

        Amplified music and equipment causing excessive noise is not permitted at Group Fitness Classes. Any aggressive or intimidating activities including excessively loud voice calls or instructions whether real or perceived by participants or the general public is not permitted.

        Trainers need to be registered with Fitness Australia as an Exercise Professional (Personal Trainer specialisation) or Business Member and are to provide a copy of their Public Liability Insurance Certificate of Currency of not less than $10 million.

        Any incidents (for example, personal accidents, damage to park/reserve/sports ground) need to be immediately reported to the Town.
