The Town recently received advice that the Western Australin Planning Commission has endorsed advertising of the Revised Draft Position Statement – Child Care Premises (April 2025). This document supersedes a previous Position Statement (operational from November 2022 and previously advertised in 2023).
The aim of the Position Statement is to provide location and design guidance for this use. The revised document makes it clearer as to appropriate locations for child care, supports small and medium sized premises in residential zones and supports the co-location of child care premises on compatible government reserves (e.g., hospitals, aquatic centres), next to schools and in commercial/mixed use zones (e.g. shopping centres, offices).
The revised draft also expands on planning measures that address size (4 categories based on number of children), location, site characteristics, environmental suitability, design, traffic and vehicle access, noise emissions, and amenity, health, and safety impacts. It is noted that the Position Statement recommends more onerous parking requirements than Local Planning Scheme 3 (LPS 3) and suggests similar permissibility classifications for residential and commercial zones as in the LPS 3 Zoning Table.
The Position Statement is to be used by all decision-making authorities when preparing and assessing development applications and as a guide for local governments when preparing local planning scheme provisions and policies. The aim being to ensure there is a consistent state-wide planning policy approach for child care developments.
