New fees for bin capacity upgrades support a more sustainable approach to waste services

Town of East Fremantle has endorsed new fees for residential bin capacity upgrades, supporting a fairer and more financially sustainable approach to waste services.

In April, Council agreed to introduce fees for households that choose to upgrade their general waste and recycling bins to larger bins.

An increase in fees for residents receiving an additional general waste or recycling bin was also approved.

Currently, 678 properties in the Town receive larger general waste (red lid 240L bin) or recycling bins (yellow lid 360L bin) at no additional charge.

Another 107 receive an additional general waste, FOGO or recycling bin service.

The change follows a review of the Town’s waste fees and charges. The review determined that the cost for residents to upgrade to a larger bin had been absorbed within the Town’s broader waste budget, and was shared by all ratepayers, including those on the standard level of service.

Mayor Tony Natale said the change was about fairness, transparency and long-term financial responsibility.

“Households that choose to upgrade to a larger general waste or recycling bin will now contribute to the additional cost of providing those services, rather than the cost being shared by all ratepayers,” he said.

“This ensures our waste services remain financially sustainable while providing residents flexibility for extra capacity in a user-pays model.”

Under the endorsed model, the proposed fees for bin upgrades and additional bins in the 2026-2027 financial year will include:

  • A one-off assessment fee of $230 per application will apply to all upgraded and additional bin requests to cover the administrative costs.

  • $310 per annum for a 240L General Waste bin upgrade, collected fortnightly.

  • $415 per annum for an additional 140L General Waste bin, collected fortnightly.

  • $310 per annum for a 360L Recycling bin upgrade, collected fortnightly.

  • $355 per annum for an additional 240L Recycling bin, collected fortnightly.

Residents with medical conditions that generate unavoidable excess waste will continue to be fully subsidised and will not be required to pay the fee.

The fees will cover the cost of providing the service including bin supply, delivery and installation, ongoing collection, transport, processing and disposal of waste.

Mayor Natale said the change would also reduce waste and recover the cost of providing the services.

“For some residents upgrading to a larger bin is vital,” he said.

“Introducing a cost, and increasing fees on additional bins, supports waste reduction and is in alignment with our Climate Emergency Action Plan.”

Information for residents with a larger or additional bin

Residents who currently have a larger or additional bin will be notified by letter.

Those who have a larger or additional bin due to medical conditions, or are receiving a priority service, will not receive a letter because the service remains unchanged (no additional cost).

Residents with existing additional capacity will have the option to swap their bins for the standard size free of charge, by notifying the Town by Wednesday 17 June.

No changes to FOGO bin fees

No changes will be made to the additional FOGO bin fee for existing residents with this service. However, the option to apply for an additional FOGO bin will no longer exist from 1 July.

The final fees will be confirmed through the 2026-2027 budget process.

The 2026-2027 Schedule of Fees and Charges is due to be presented to Council on 21 May 2026.
