Prior to the Preston Point Road North Recreation Precinct Master Plan (full document) being submitted to Council for endorsement (21 April 2020) a draft document has been released for public comment (submissions close 20 March 2020).

The purpose of this forum is to run through the priorities identified in the proposed Master Plan in order to discuss the recommended implementation plan.

Questions raised, and answered, since the release of the DRAFT document

Will there be a Style Guide for the Precinct?
Regulatory Services advised: the Town is working on completing a draft Public Realm and Urban Style Guide for the whole Town. This document will be advertised to the community in due course and any public feedback will be welcomed on that document.

I have concerns over the Tennis Club being entirely replaced with artificial turf.
Corporate Services advised: all major projects proposed within this high level document will be subject to their own individual project plans prior to implementation. As such, details – such as the reference to artificial turf at the tennis club, will be further researched in regard to their place and appropriateness within East Fremantle.

Have additional trees been planted to compensate for the additional hard car parking spaces created in the Precinct.
Operations advised: a landscaping plan has been prepared for the new car park areas at Wauhop with installation scheduled for April / May 2020.

Is the Cardno Traffic Management Plan available?
Regulatory Services advised: the Integrated Traffic Management and Movement Strategy , being prepared by Cardno, is still in a draft format and therefore is not available to the public as yet.

Are the de-prioritised projects due to Council funding constraints? Can the Clubs seek alternative funding?
Corporate Services advised: the priorities listed are those submitted along with additional opportunities identified by ABV (ie walk and cycle paths around the Precinct). There was no funding constraint placed on the vision – however, each identified project (priority) will be subject to its own individual project plan which will include the identification of funding, which will in some cases be constrained due to competing priorities within the Town’s annual budget. As such, alternative funding can be sought by individual clubs / groups for projects that have been identified and holistically agreed upon as part of the Plan.

You won’t be able to get consensus so what is the purpose of the meeting?
Corporate Services advised: the objective of the meeting is to ensure that all attendees (hopefully at least one representative from each User) have a clear understanding of the big picture plan for the Precinct, and to ensure that whilst they may not agree entirely with every priority proposed they can consider, and be accepting of, why the other Clubs / Groups directly benefiting from the proposed priority would like it to be included.

Can we make our own submission?
If so, does it have to be made at the Forum? Corporate Services advised: all groups and individuals are more than welcome to make their own individual submissions separately to this process - the timeline (which will be released with the final draft document) will advise that Public Comment is open until 20 March 2020.
