Preston Point Precinct Masterplan

Preparation is underway to commence liaison with key stakeholders in relation to undertaking an annual review of this document.  This will summarise completed actions and capture any alterations to the strategic planning of the Users of the precinct. 

16 June 2020 - Masterplan Endorsed by Council

At the Ordinary Council Meeting held on 16 June 2020, the Town of East Fremantle endorsed the Masterplan for the Precinct. Details of the discussion are available from the minutes of the meeting beginning on page 9.

30 March 2020 - Masterplan Update

The Town of East Fremantle has received a great response to its recent community consultation on the Preston Point Road North Recreation Precinct Master Plan (the Plan), and would like to thank everyone who took the time to send in their feedback.  More than 40 submissions have been received, and the consultation has now closed.

The aim of the Plan is to assist the Town with planning for the development of diverse sporting and active recreation activity and facilities that ideally will meet the needs of the community. 

A number of key points were raised for consideration including parking, pathways and pedestrian and cyclist access, amenity of the precinct as well as landscaping and environment issues.

The call for feedback went out to residents, community members, sporting groups and clubs in early February and closed on 20 March 2020, with many useful and interesting submissions received.

The consultation process on this Precinct has been extensive, including development of the draft plan, which was then shared for public comment.  A forum was also conducted with precinct users and members of the community, to present the plan and receive feedback.

It was initially proposed that the final Plan be presented to Council for endorsement at the Ordinary Council Meeting on 21 April 2020. However, in light of the pleasingly high volume of submissions and the circumstances surrounding the current global crisis the presentation of this document to Council will be postponed.

 Since February 2019, a number of actions have been undertaken in relation to this important project such as:

  • A successful funding application (Department of Local Government, Sport and Cultural Industries) to assist with the development of the Plan.
  • Engagement of local consultant, ABV Leisure Consultancy Services to work with the Town and the community.
  • Local community consultation (surveys, meetings, drop-ins and follow up telephone conversations) and analysis process.
  • Consultation with State Sporting Associations and neighbouring local governments.
  • Research into existing relevant local Plans.
  • Assessment of current facilities against the needs of stakeholders, considering industry and sporting / recreation trends, population projections and other impacts.
  • Release of draft document for public comment, 40 submitters shared 101 observations.
  • Precinct User Forum.

Update 20 February 2020 - Public Comment Period Open

The Draft Preston Point Road North Recreation Precinct Master Plan (PPRNRPMP) has been endorsed to release for public comment.  Comments can be made in writing via email to or by mail to PO BOX 1097 FREMANTLE WA 6959 and must be received prior to 20 March 2020.

Master Plan Background

Following their appointment in January 2019, ABV Consulting have undertaken extensive background research (including an existing facilities and reserves audit, trends analysis and stakeholder consultation) in order to accurately inform the preparation of the Preston Point Road North Recreation Precinct Master Plan. 

The objectives of the Preston Point Road North Recreation Precinct Master Plan are;

  • To identify gaps, over provision and / or duplications in recreation space / facility provision within the Precinct.
  • To make recommendations on future facility needs, location, timing and function, including opportunities for the rationalisation of existing facilities through colocation, sharing, upgrading and repurposing.
  • To prepare a concept plan design that identifies and accommodates the required sports and recreation activities, within the spatial layout and footprint of existing playing fields, parking, hard courts, sports lighting, clubrooms and buildings according to the sport arrangements in the Sport and Recreation Dimension Guideline and website, including:
    • identifying sport dimensions, orientation, lighting, markings and surface types; and
    • identifying location of existing and proposed park furniture including drink fountains, public toilets, seating, shelters, bbqs, play equipment, sports equipment, outdoor fitness equipment, paths, linkages ‘etc’.
  • Inclusion of a plan that prioritises projects and provides estimated capital costs, including a timeline for funding to assist with activation.
