Local Planning Scheme No. 3 – Amendment No. 14 – Special Control Area 1 (SCA 1)

At is ordinary Council meeting held on 18 April 2017, Council  resolved to adopt the above mentioned Scheme Amendment to enable detailed site planning for the future redevelopment of subject lots. 

The Amendment proposes to introduce Special Control Area 1 provisions, which will allow Council to give consideration to the redevelopment of the site.  The provisions will provide a planning framework to guide future redevelopment for high density mixed use purposes. 

At this stage, eventual redevelopment of the site would allow for commercial tenancies and apartments in a 9 storey building fronting the corners of Canning and Stirling Highway and Sewell Street and 3 to 4 storey commercial buildings fronting the remainder of Sewell Street and St Peters Road.

The Amendment comprises Scheme development standards relating to land uses, car parking, residential development, public art, landscaping and public spaces.  Building setbacks, height, bulk and scale controls are also included and shown as a three dimensional building envelope in which development would be permitted.

It is important to note that specific plans for such a redevelopment would be the subject of a separate development (planning) application which is not part of the Scheme Amendment.  Council to date has not received detailed development plans.

Submissions on the proposed Scheme Amendment may be made in writing to the Chief Executive Officer, Town of East Fremantle on Submission Form 3A and lodged on or before Monday 28 August 2017.
