BPoint Bill Payment

Two Instalments:

  • First instalment due: 31 August 2018
  • Second instalment due: 4 January 2019

Four Instalments:

  • First instalment due: 31 August 2018
  • Second Instalment due: 31 October 2018
  • Third Instalment due: 4 January 2019
  • Fourth Instalment due: 4 March 2019

Instalment administration fees: $16.5 per subsequent payment after first instalment.

Instalment interest: 5.5%p.a.

Gross Rental Value (GRV)

The GRV is an annual rental value determined by the Valuer General once every 3 years in the metropolitan area. This means that properties are valued on their potential rental income rather that the capital value. Property owners may lodge a written objection to the valuation within 60 days of issue of the notice. For further information visit Landgate’s website www.landgate.wa.gov.au or call 08 9273 7373.

For example:

In the 2018/2019 financial year, Council has determined that the rate in the dollar to be applied for rates is 0.06831 for Residential Properties. This means that 6.83 cents will be levied as rates for every dollar of GRV assigned to a property depending on which differential rates category it falls into.

The Valuer General may determine that a brick and tiled house in East Fremantle which contains 4 bedrooms, kitchen, 2 bathrooms, laundry, and a double carport could attract a rent after basic expenses of $500 per week. Rent of $500 per week multiplied by 52 weeks per year gives a Gross Rental Value of $26,000

GRV = $500 x 52 = $26,000

The rates to be levied against that particular property would be

Rates = $26,000 x 0.068310 = $1776.06

Gross Rental Value of $26,000 multiplied by the rate in the dollar of 0.06831 gives the value of rates for the property of $1776.06.

Differential rates:

  • Residential property: 6.8310
  • Commercial property: 10.3738

In 2018/2019 the Town of East Fremantle has introduced Differential Rates. A minimum rate of $1080 applies to Vacant-Residential land and a minimum rate of $1615 applies to Vacant Commercial land. 

Minimum rates:

  • Residential property: $1,080
  • Commercial property: $1,615

A minimum rate is imposed when the amount calculated by the formula is less than the amount determined to be the equitable minimum cost of servicing lots in the Town of East Fremantle. General rates and minimum payments are levied to meet the budgetary costs of the Town of East Fremantle to provide services and complete projects within its boundaries during the financial year.

Rubbish Service charges:

  • Residential property: Rubbish service is incorporated into rates
  • Commercial property: $500.00

Ratepayers that choose to pay by either instalment option, must ensure that the first payment is received at the Town of East Fremantle by 31 August 2018 to be eligible to take up the instalment option.

Payments not received by the due date will incur daily late payment interest of 11%p.a. (registered pensioners and seniors excluded).

Emergency Services Levy

The Emergency Services Levy, which Council is required to collect on behalf of the State Government for the funding of the emergency services has been included on the rates notice. A brochure which provides information on the levy has been prepared by FESA.
